This book is an endeavour to assist decent, honest
people who find that their livelihoods are at risk
because the Metro police are more interested
in targeting speeding motorists in order to take
advantage of the revenue brought in by fines. I think
that far more attention should be given to stamping
out serious criminal activity such as hijacking, drunk
driving and wanton reckless driving. In particular,
they should be policing the scourge of unlicensed
and unroadworthy taxis that blatantly flout traffic
rules and endanger other road users, significantly
more than the average motorist who is driving a few
kilometres over the limit.
We as South Africans are tired of the corruption,
double dealing and the extraction of easy revenue
from the motorist by traffic authorities.
After being involved in traffic policing for 37 years,
I retired as Chief Provincial Inspector in the Road
Traffic Inspectorate in1999 and moved back to
Gauteng. I became aware of the malicious greed
and deception by the malevolent dictatorship of
the Metro Police and how the motorist has evolved
into easy revenue for the various municipalities
and government. I decided then, that something
needed to be done. I decided I was time to write a
book to enlighten the average motorist of his rights
when 'caught' speeding. The outcome of this was
this manual which later became a CD. (The one you
are reading now!)
Since then I have been consulted by countless
victims of this undemocratic and unjust exercise. I
have always held the opinion that, when decisions
were made to prosecute motorists, the Metro police
had to prove the offence beyond all reasonable
doubt - and that they also had to use a certain
amount of discretion and commonsense. This was
done in my day through dealing with motoring
offenders by giving advice, warnings, or as a
last resort prosecution. A positive impression was
generally made, but now, it seems that those basic
principles are being blatantly ignored in the pursuit
of easy revenue accumulation.
The speed camera system is inconsistently and
arbitrarily set by the Metro Police with the assistance
of the judiciary. This is a contemptuous ploy by the
Government to mass prosecute minor infringements.
This is unacceptable as speed cameras actually do
little to make our roads safer.
The irresponsible placing of speed cameras for
income generation has been a highly effective
means of seriously eroding public support for the
Metro police.
Their benefits are strictly limited to speeding
offences and do nothing to tackle the array of other
dangerous driving offences that speed cameras are
not able to determine.
If the Government was even remotely interested
in road safety, it would invest far more of the
excruciating levels of tax it extracts from speeding
fines into the road system. Instead, we are forced to
endure countless and increasingly dangerous road
surfaces, neglected road signs and ridiculous levels
of congestion that seem to have been deliberately
engineered into our transport system.
With speed cameras, the authorities have simply
created another dangerous hazard. Where people
are unfamiliar with an area, they now spend far too
much time with their eyes off the road looking at
their speedometer, and this has undoubtedly led to
an increase in accidents. Straying over the limit by a
few kilometres per hour does not make a bad driver.
Poor governmental policy does!

I wonder if Mr Wayne Minaar, our Traffic Chief and spokesman is able to answer these and other pertinent questions?
Metro Traffic seem to be mostly liased, vacist and a law unto themselves.
1. Why do they only speed trap in white areas & suburbs?
2. Why are they ignoring the huge volumes of un-roadworthy taxies and trucks on the road?
3. Why do they ignore overloaded taxies & trucks?
4. Why are they so intent on busting bikers & sports cars?
5. Why are our speed limits so ridiculously slow?
6. Why is it always assumed that speed kills?
7. Are taxies & trucks not able to speed?
8. Don't people still die in accidents occuring at lower speeds?
This is not about traffic safety & law... This is about making easy money for the Government!
If our police force was as good as our Metro Traffic cops, there wouldn't be any more violent crime! Rape, murder, etc does not bring an income as lucrative as speed traps!
If our Metro Police force were more interested in policing and enforcing the law instead of chasing revenue, we would have a safer country to live in!
